This one is from Victor Chang . R12 does support Landed Cost Solution where in you have something called Cost Factors. Cost Factors can be anything like Freight , Transportation charges etc. These additional cost factors are to be based on a percentage of PO Line Price, Based on Fixed amount, based on per unit. Practically doesnt make any sense to change the costs during receiving.
Landed costing is very important for Importing organization, whose home country logistic are captured as expenses in 11i10 and cannot be allocated to actual inventory
This feature in R12 sounds interesting, will solve involvement of custom components
